Thank you. I was given this morning a prepared speech. It was all motherhood statements and I felt that I had to do something more for the country for it is my moral duty, my obligation by my oath of office that you should know what is happening to the country.

Salamat po. Ibinigay sa akin kaninang umaga ang nakahandang talumpati. Ito’y makainang pahayag at naramdaman kong kailangang gumawa ng mas higit pa para sa bansa dahil ito’y aking moral na obligasyon, ang responsibilidad sa pamamagitan ng aking sinumpaan na kailangan ninyong malaman kung ano ang nangyayari sa ating bansa.

You know our problem is criminality, drugs, corruption, human trafficking, and corruption especially in the government. Here in criminality, I’ll make it as one. Our law and order are deteriorating with the advent of…[Just give them parade rest, please, sorry. Give parade rest to the troops.]

Alam mo ang problema natin ay kriminalidad, droga, korapsiyon, human trafficking, at ‘yung korapsiyon lalo na sa gobyerno. Dito sa kriminalidad, iisahin ko na lang. Lalong lumala ang ating batas at kaayusan sa pagdating ng…[Atasan ninyo silang mag-tikas pahinga, paki, pasensiya na. Ibigay ang tikas pahinga sa mga tropa].

The law and order of the country have become really a very serious problem for all of us. It has deteriorated with the advent of drugs because of the corrosive effect of money.

Ang batas at ang kaayusan ng bansa ay talagang naging isang napakalalang problema para sa ating lahat.  Ito’y nasira dahil sa pagdating ng droga dahil sa mapanirang epekto ng pera.

I am very sad but on the drug scene, we have long - we all long suspected that there are several policemen in the government who involved in drugs. I am not ready yet with the other branches of government agencies like the Customs. I still have to validate it, but I already have the raw information.

Akoy’ sobrang nalulungkot pero sa eksena ng droga, ay mayroon tayong mahaba – matagal na tayong nagsuspetsa na may maraming mga pulis sa gobyerno na sangkot sa droga. Hindi pa ako handa sa ibang mga sangay ng gobyerno kagaya ng customs. Kailangan ko itong ikumpirma, pero may impormasyon na ako.

I am compelled by my sense of duty to tell you everything especially the policemen, one way or the other, have contributed to the deterioration of the law and order of this country.

Naobliga ako ng tawag ng tungkulin na sabihin sa inyo lahat lalo na ‘yung mga pulis na nasabit sa droga, sa anumang pamamaraan, ay naging dahilan sa pagkasira ng batas at kaayusan ng bansang ito.

What is really I said sad is that these are the people who were given the honor to join the academies of our country, be at the PNP or the PMA at the expense of the public.

Ang talagang sinabi ko na nakakalungkot ay ito yung mga taong binigyan ng karangalan na sumali sa academies ng ating bansa, napunta sa PNP o PMA sa gasto ng publiko.

And they had these careers of theirs. All along, we the society thought that we are being protected by the police primarily. It’s painful to hear because you paid, paid their education, all of the uniforms, even his socks, even the shoes are shouldered by you, then you commit. By any language it is really treason.

At mayroon silang mga propesyon.  Sa kalaunan, tayong mga mamamayan ay umaasang protektado tayo ng pulis higit sa lahat.  Masakit pakinggan kasi ginastusan mo na, binayaran mo ‘yung pag-aaral niya, lahat ng uniporme, pati medyas niya, pati sapatos gastos mo, tapos sangkot. Sa anumang lengguwahe ito ay talagang isang  katrayduran.

And I’d like to name publicly: General Marcelo Garbo, he was a protector of the drug syndicates in this country; General Vicente Loot, who is now the mayor of Cebu in one of the municipalities of Cebu; General Diaz, the former regional director of Region 11; General Pagdilao, former regional director NCRPO, General Tinio, former QCPD director.

At gusto kong pangalanan sa harap ng publiko:  General Marcelo Garbo, isa siyang protektor ng mga sindikato ng droga sa bansang ito; General Vicente Loot, kasalakuyan ay isang mayor ng Cebu isa sa mga munisipalidad ng Cebu; General Diaz, dating regional director ng Region 11; General Pagdilao, dating regional director NCRPO, General Tinio, dating QCPD director.

As this time, I ordered them relieved from their assignments and report to the Director General. I would like to talk to them but certainly I would expect the Police Commission to do their thing. You should investigate this and don’t give me a travesty that is... Search for the truth.

Sa oras na ito, inatasan ko silang palitan sila sa kanilang mga assignment at mag-report sa Director General.  Gusto kong kausapin sila pero ako’y umasang gagawin ng Police Commission ang kanilang tungkulin.  Imbestigahan ninyo ito at huwag ninyo akong bigyan ng zarzuela na ano... Hanapin ninyo ang totoo.

Because overnight I was really trying to figure out, I do not necessarily humiliate people. It’s not my practice. I am a politician. If mayor, I’m only a mayor, no one is with me in this town, the Republic of the Philippines, so it’s okay.

Dahil sa lalong madaling panahon kinailangan ko talagang matumbok, hindi ko kailangang mamahiya ng mga tao.  Hindi ko ito ugali.  Pulitiko ako e. Kung mayor, mayor lang ako, wala naman akong kasali diyan sa bayan na ‘yan, ang Republika ng Pilipinas, e ‘di okay lang.
   
But I came to this position and I said I have the sacred obligation to the Filipino people. By my oath of office I have to tell you the truth. And the truth for the moment is: These ones after so many validations, even if I was still mayor of Davaco City, these names had already appeared. The truth has already been revealed which you could see at this time with the intensification of the criminal syndicates and the drug distribution, many have already died and still more will die.

Pero dumating ako sa posisyon na ito at sinabi kong mayroon akong sagradong obligasyon sa mamamayang Pilipino. Sa aking sinumpaan kailangan kong sabihin ang katotohanan. At ang katotohanan sa pagkakataong ito: Itong mga ito pagkatapos ng maraming kumpirmasyon, kahit nang ako’y mayor pa ng Davao City, lumalabas na itong mga pangalan na ito. Talagang lumalabas na at nakikita mo naman ngayon sa pagpapaigting ng mga sindikatong kriminal at distribusyon ng droga, marami nang namamatay at marami pang mamamatay.

And never be involved even you’re a police, even you’re an officer because you’re placing yourself in the line of fire. I’m not showing off, I am a politician, I mean I keep silent. Move ahead, hatch up, “it’s okay”. But don’t destroy my country.

At huwag kayong sumali diyan maski pulis kayo, maski opisyal kayo dahil ilalagay ninyo ang inyong mga sarili sa alanganin. Hindi ako mayabang, pulitiko ako, ibig kong sabihin ako’y mananahimik. Sige lang, areglo dito, “okay lang”. Pero huwag ninyong sirain ang bayan.

I have been warning everybody: At the end of my speeches, when I was campaigning for the presidency, I always end it by saying, “Do not destroy my country because I will kill you. Do not destroy the young people of this country because I will kill you.” If this is not enough I don’t know, what else?


Binabalaan ko ang bawat isa:  Sa huling bahagi ng aking mga talumpati, noong ako’y nangangapanya para sa pagkapangulo, tinatapos ko palagi ito sa   pagsasabing:  “Huwag ninyong sirain ang aking bansa dahil papatayin ko kayo.  Huwag ninyong sirain ang kabataan ng bansang ito dahil papatayin ko kayo.” Kung hindi pa naman sapat sa lahat ‘yan ay ewan ko, ano pa?

So the campaign against drugs will continue. Hopefully in the fullness of God’s time, I may not be able really to clean it three to six months, but by that time perhaps, three months, six months — six months and one day after, it’s almost done. Only with one day difference.

Kaya ang kampanya sa droga ay magpapatuloy.  Umaasa ako na sa tulong ng Panginoong Diyos, maaaring hindi ko ito malinis sa loob ng anim na buwan, pero sa panahong ito siguro, tatlong buwan, anim na buwan – anim na buwan at isang araw, medyo tapos na. May partida lang ng isang araw.

So you work overtime and I’ll be there with you to supervise everything. Now, let me be very, very clear: I have told upon the Armed Forces of the Philippines to help.

Kaya gumawa kayo ng higit sa kinakailangan at nandiyan ako sa inyo para pangasiwaan ang lahat.  Sa ngayon, hayaan ninyong maging klaradong-klarado:  Inatasan ko ang Armed Forces of the Philippines na tumulong.

I’m lucky enough because President Arroyo during her watch raised the level of the drug problem as a national security threat. And, therefore, paving the way for me to watch the Armed Forces of the Philippines, Air Force, Navy, Army to help in the campaign. It’s good that it’s there… I said it was a proclamation, I think, of President Arroyo long before.

Maswerte ako kasi sa panahon ng pangangasiwa ni Presidente Arroyo, itinaas ang antas ng lebel ng problema sa droga bilang panganib sa seguridad pang-nasyonal. Kung kaya, ito’y naging daan para pangasiwaan ko ang Armed Forces of the Philippines, Air Force, Navy, Army para tumulong sa kampanya. Mabuti na lang nandyan iyang… Sinabi ko ito’y isang proklamasyon, sa palagay ko, ng Pangulong Arroyo noong araw.

It’s going to be a dirty fight. It’s going to be bloody fight. I am not apologizing for it. And may I tell all and sundry, all even the international community, everyone who will be jepoardized, will file a case, any case under the Revised Penal Code, in the fulfillment of your   duties as public authority, that’s mine. Mine and mine alone. I assume full legal responsibility for it. Do not be afraid as long as we’re on the right track. Just observe the law…You know, when I tell – these rascals, you know I will “shoot to kill”, it means to say that when you are there, hunting for the idiot and you think that there is a fight that could result in your demise and then why would you die? Shoot first. But only when you think that your life is in danger, that is a – that’s repetitive every two years ‘for police who have two years on... Especially those who graduate in PNP, you know that.


Ito’y magiging maruming laban.  Ito’y magiging madugong laban.  Hindi ako humihingi ng paumanhin para dito.  At hayaan ninyong sabihin ko sa lahat at sa iba pa, lahat kahit maging ang internasyonal na komunidad, lahat ng madidisgrasya, magkakaso,anumang kaso sa ilalim ng Revised Penal Code, sa   katuparan ng ating tungkulin bilang pampublikong awtoridad, akin iyan.  Akin at sa akin lang mag-isa.  Inaako ko ang buong legal na responsibilidad para dito.  Huwag kayong matakot basta nasa tama tayo. Sundin niyo lang ang batas…Hindi kasi alam mo, kapag sinabi kong - itong mga bugok, alam mo ba magsabi ako “shoot to kill”, ibig sabihin na kapag ikaw ay nandun, inuusig ang mga tanga at sa palagay mo na mayroong laban na maging resulta ng iyong katapusan at bakit kailangan mong mamatay? Asintahin mo muna. Pero kung sa palagay mo na nasa panganib ang iyong buhay, yan ay isang — pabalik-balik iyan sa dalawang taon‘yung mga pulis na dalawang taon lang ang ano. Lalo na ‘yung grumaduate ng PNP, alam ninyo ‘yan.

So these Majors, let them be because they don’t pass through police. All of them are not lawyers. When I say reward, dead or alive, it means the same thing. There are laws to be observed before you do it. What am I into in my messages? I just want you to be brave and don’t be afraid of death because that’s your job. That’s your choice, you were not forced to go there.

Kaya itong mga major na ito, hayaan mo ‘yan kasi hindi naman dumadaan ng pulis ‘yan. Lahat ng mga iyan ay hindi abogado. Kapag sinabi kong pabuya, buhay man o patay, ganun din yun. May mga batas na kailangang sundin bago isagawa ito. Ano ang gusto kong ipakahulugan dito? Gusto kong maging matapang kayo at huwag kayong patakot-takot mamatay dahil trabaho ninyo iyan. Pinili naman ninyo iyan, hindi naman kayo pinilit na magpunta diyan.

Now if you’ll go to police, that’s the painful. All of you, it’s not the appropriate time for me to be lecturing but you do not - not within the six years that I will be…Do not – we will be jeopardized by that. I’m telling you, you will be jeopardized. I will not give up and I said, I would stake my honor, my life and even the presidency, I can renounce that.

Ngayon kung pumunta ka sa pulis, ‘yan ang masakit. Kayo lahat ha, hindi ito tamang panahon para sa akin upang manermon pero huwag kayo – hindi sa loob ng anim na taon na ako’y mag…Huwag kayong - magkadisgrasyahan tayo niyan. Sinasabi ko madidisgrasya kayo at madidisgrasya kayo. Hindi ako uurong dito at sinabi ko, itataya ko ang aking karangalan,buhay, at maging ng pagkapangulo, kaya kong bitawan ‘yan.

I do not have any illusions about being there all the time or hanging on to the pressure. Now that I’m here, I’ll do what I need to do. Many presidents have passed by but what happens to this country? Because no one listens. That's the tough one . Now the problem with…


Wala akong anumang ilusyon na palaging nandiyan o maghintay sa mga kaguluhan.  Nandito na rin lang ako, gagawin ko na ang dapat kong gawin ko. Kasi maraming presidente ang dumaan sa bayan natin, ano ang nangyari? E kasi hindi rin niya pinapakinggan e. Iyan ang mahirap. Ngayon ang problema sa…

Let me give you a lecture about the human rights. They said before, Duterte is advocating for death by hanging, heinous crimes. Because previously we have death penalty. What did they say? Really the naive, the naive [unclear] the human being. “We have human rights at the time, Mayor Duterte.” ‘Why it’s not - saying “It is a deterrence.” It might deter, prevent, obstruct or at least make him realize that there is a death penalty. That’s why we should be there, it deters you from committing a crime. They say – I want to – your heads. “What are they?” “There are already there”. “Right why?” Then, “nothing.” Did it deter crimes from committing? The criminals? Why? So what is the reason?

Hayaan ninyong bigyan ko kayo ng sermon tungkol sa human rights.  Sabi nila noon, itong si Duterte ay isinusulong ang kamatayan sa pamamagitan ng bitay, ng mga kasuklam-suklam na mga krimen.  Kasi noon meron tayong death penalty.  Ano ang sinasabi nila?  Talagang inosente, walang alam [hindi malinaw] na nilalang.  “Meron naman tayong human rights noon, Mayor Duterte.”  Bat hindi naman – sabi “Ito’y pumipigil.” Ito’y maaaring makapigil, makaharang, o kahit paano maiisip niyang merong parusang bitay.  Kaya dapat nandun tayo, ito’y pipigil sayo sa paggawa ng krimen.  Sabi nitong mga – gusto kong – ang mga ulo ninyo e. “Ano itong mga ito?” “E nandiyan naman yan.” “Tama bakit?” Tapos, wala naman.” Ito ba’y nakapagpigil sa paggawa ng krimen?  Ng mga kriminal? Bakit?  Kaya ano ang dahilan?
