Rodrigo Roa Duterte: The Philipine16th President’s Inaugural Speech

Rodrigo Roa Duterte, the first Mindanaoan to become the country's Chief Executive and the former mayor of Davao City took his oath of office as the 16^th president of the Philippines at noon on Thursday, June 30.

Before hundreds of guests at Malacañang's Rizal Hall and on national TV, he articulated in simple terms his governance in five minutes, reiterating his call for change: “Change must start with us and in us... We have become our own worst enemies, and we must have the courage and the will to change ourselves.”

So far, the president could be sensed with sincerest and fervent desire for the Philippine transformation in governance which I could recapitulate as a good sign that he is predisposed to clean up the government against oppression of the poor brought by corruption and violation of rights and justice in the realm.

Ecclesiastes 5:7 If you see oppression of the poor, and violation of rights and justice in the realm, do not be shocked by the fact, for the high officialhas another higher than he watching him and above these are others higher still.

Expressing his passionate service for the Filipino people, he concluded in his inaugural speech with this excerpt: "Why am I here? Because I am ready to start my work for the nation."

No leader, however strong, can succeed at anything of national importance or significance unless he has the support and cooperation of the people he is tasked to lead and sworn to serve.	Walang pinuno, sa kabila ng kasigasigan, ang magtatagumpay sa anumang may importansiya o kahulugan kung wala ang suporta at kooperasyon ng mga tao sa inaatang sa kanya ng paggiya at sinumpaang paninilbihan.
It is the people from whom democratic governments draw strength and this administration is no exception. That is why we have to listen to the murmurings of the people, feel their pulse, supply their needs and fortify their faith and trust in us whom they elected to public office.	Sa mga tao kumukuha ng lakas ng gobyernong pandemokratiko, at hindi naiiba ang administrasyong ito. Kung kaya ay kailangan nating pakinggan ang mga hinaing ng mga tao, maramdaman ang kanilang pulso, ibigay ang kanilang pangangailangan at palakasin ang kanilang kumpiyansa at tiwala sa atin bilang kanilang mga halal sa pampublikong paninilbihan.
There are many amongst us who advance the assessment that the problems that bedevil our country today which need to be addressed with urgency, are corruption, both in the high and low echelons of government, criminality in the streets, and the rampant sale of illegal drugs in all strata of Philippine society and the breakdown of law and order. True, but not absolutely so. For I see these ills as mere symptoms of a virulent social disease that creeps and cuts into the moral fiber of Philippine society. I sense a problem deeper and more serious than any of those mentioned or all of them put together. But of course, it is not to say that we will ignore them because they have to be stopped by all means that the law allows.	Marami sa atin ang kumakalkula na ang mga suliraning nagpapahirap sa ating bansa sa kasalukuyan na nangangailangan ng agarang pagtugon, ay ang korapsiyon, maging ito man ay nasa mataas at mababang kapulungan ng gobyerno, kriminalidad sa mga lansangan, walang habas na pagbebenta ng mga ilegal na droga sa lahat ng lebel ng sosyedad sa Pilipinas. Tama, ngunit ito’y hindi eksakto. Dahil ang tingin ko sa mga ito ay pawang mga sintomas lamang ng mapanganib na sakit ng lipunan na gumagapang at humihiwa sa karakter ng sosyedad ng Pilipinas. Nararamdaman ko ang mas malalim na problema at mas seryoso kaysa sa mga nabanggit o ang mga pinagsama-sama. Pero siyempre, ito’y hindi sa pagsasabi na balewalain natin ang mga iyon dahil kailangang supilin ang mga ito sa lahat ng pamamaraan na naaayon sa batas.
Erosion of faith and trust in government – that is the real problem that confronts us. Resulting therefrom, I see the erosion of the people’s trust in our country’s leaders; the erosion of faith in our judicial system; the erosion of confidence in the capacity of our public servants to make the people’s lives better, safer and healthier.	Ang pagkawala ng kumpiyansa at tiwala sa gobyerno – yan ang tunay na problema na kumokompronta sa atin. Nang dahil dito, nakikita ko ang paglaho ng tiwala ng mga tao sa mga namumuno sa bansa; ang paglaho ng kumpiyansa sa ating hudikatura; ang paglaho ng tiwala sa kakayahan ng ating mga lingkod-bayan para sa kapakanan ng mga mamamayan, mas ligtas at mas malusog.
Indeed ours is a problem that dampens the human spirit. But all is not lost.	Hindi maikakaila na ang sa atin ay problemang nagpapahina ng moralidad. Ganunpaman, hindi lahat ay napapariwara.
I know that there are those who do not approve of my methods of fighting criminality, the sale and use of illegal drugs and corruption. They say that my methods are unorthodox and verge on the illegal. In response let me say this: I have seen how corruption bled the government of funds, which were allocated for the use in uplifting the poor from the mire that they are in.	Alam kong mayroon sa inyo ang ayaw sa aking pamamaraan ng paglaban sa kriminalidad, sa pagbebenta at paggamit ng ilegal na droga at korapsiyon. Sinasabi nila na ang aking pamamaraan ay hindi tradisyunal at nahahanay sa ilegal. Bilang tugon, hayaan ninyong sabihin ko ito: Nakita ko kung paanong dinungisan ng korapsiyon ang pondo ng gobyerno, na inilaan para maitaas ang mga mahihirap sa putikan kung nasaan sila.
I have seen how illegal drugs destroyed individuals and ruined family relationships.	Nakita ko kung paanong sinira ng ilegal na droga ang mga indibidwal at sinir ang mga relasyong pampamilya.
I have seen how criminality, by means all foul, snatched from the innocent and the unsuspecting, the years and years of accumulated savings. Years of toil and then, suddenly, they are back to where they started.	Nakita ko kung paano ang kriminalidad, sa pamamagitan ng lisyang pamamaraan, inagawan ang mga inosente at mga walang kalaban-laban, ang kanilang mga taon at mga taon ng impok nila. Ang mga taon na kanilang pinagpagalan, hanggang sa isang iglap, ay bumalik sila sa kung saan sila ay nag-umpisa.
Look at this from that perspective and tell me that I am wrong. In this fight, I ask Congress and the Commission on Human Rights and all others who are similarly situated to allow us a level of governance that is consistent to our mandate. The fight will be relentless and it will be sustained.	Tingngan ninyo sa perspektibong ito at sabihin ninyo sa akin kung ako’y mali. Sa labang ito, tinatawagan ko ang Kongreso, ang Commission on Human Rights at lahat ng iba pa na nasa kaparehong sitwasyon na hayaan ninyo kami sa lebel ng pangobyerhuhan na ayon sa aming direktiba.
As a lawyer and a former prosecutor, I know the limits of the power and authority of the president. I know what is legal and what is not.	Bilang abogado at dating prosecutor, alam ko ang limitasyon ng poder at awtoridad ng pangulo. Alam ko kung alin ang legal at hindi.
My adherence to due process and the rule of law is uncompromising. You mind your work and I will mind mine.	Ang aking pagtalima sa due process at direktiba ng batas ay determinado. Intindihin ninyo ang inyong responsibilidad at iintindihin ko ang sariling akin.
Real change – these are words which catapulted me to the presidency. These slogans were conceptualized not for the sole purpose of securing the votes of the electorate. Real change. This is the direction of our government.	Tunay na pagbabago, ito ang mga katagang ibinato sa akin sa pagkapangalo. Ang mga slogan na ito ay linikha hindi lamang para sa pangangalap ng boto ng mga botante. Tunay na pagbabago. Ito ang tinatahak na direksiyon ng ating gobyerno.
Far from that. These were battle cries articulated by me in behalf of the people hungry for genuine and meaningful change. But the change, if it is to be permanent and significant, must start with us and in us.	Higit diyan. Ito ang mga sigaw na binigyan ko ng diin sa ngalan ng mga taong gutom sa tunay at makahulugang pagbabago. Ngunit ang pagbabago, kung ito’y magiging permanente at makabuluhan, dapat ay mag-umpisa sa atin at mula sa atin.
To borrow the language of F. Sionil Jose, we have become our own worst enemies. And we must have the courage and the will to change ourselves.	Bilang hiram sa mga katagang inusal ni F. Sionil Jose, tayo’y naging napakalupit na kaaway ng ating mga sarili. At dapat at magkaroon tayo ng tapang at kagustuhan na baguhin ang ating mga sarili.
Love of country, subordination of personal interests to the common good, concern and care for the helpless and the impoverished – these are among the lost and faded values that we seek to recover and revitalize as we commence our journey towards a better Philippines. The ride will be rough. But come and join me just the same. Together, shoulder to shoulder, let us take the first wobbly steps in this quest.	Ang pagmamahal sa bansa, pagsasantabi ng personal na interes para sa kapakinabangan ng mas nakararami, ang pagtalima at pangangalaga sa mga mahihina at mahihirap – ito ang ilan sa mga naglaho at kumukupas na mga magagandadang asal na hinahanap nating maibalik mapalakas habang nag-uumpisa sa ating paglalakbay patungo sa mas progresibong Pilipinas. There are two quotations from revered figures that shall serve as the foundation upon which this administration shall be built. “The test of government is not whether we add more to the abundance of those who have much; it is whether we provide for those who have little.” – Franklin Delano Roosevelt	Mayroong dalawang kasabihan hango sa mga kapitag-pitagang personalidad na magsisilbing pundasyon sa pagtatatag ng administarsyong ito. “Ang pagsubok ng gobyerno ay hindi kung may maidagdag tayo sa kasaganaan ng mga taong mayroon na; ito’y kung tayo’y makapagbibigay para doon sa mga wala pa.” – Franklin Delano Roosevelt
And from Abraham Lincoln I draw this expression: “You cannot strengthen the weak by weakening the strong; you cannot help the poor by discouraging the rich; you cannot help the wage earner by pulling down the wage payer; you cannot further the brotherhood by inciting class hatred among men.”	At mula kay Abraham Lincoln kinuha ko ang ekpresyong ito: “Hindi mo mapapalakas ang mga mahihina sa pamamagitan ng pagpapahina ng mga malalakas; hindo mo matutulungan ang mga mahihirap sa pamamagitan ng pagpapahina ng mayayaman; hindi mo matutulungan ang mga manggagawa sa paghila pababa ng mga namumuhunan; hindi mo mapapaigting ang kapatiran sa pamamagitan ng paggatong ng galit sa lipunan.
My economic and financial, political policies are contained in those quotations, though couched in general terms. Read between the lines. I need not go into specifics now. They shall be supplied to you in due time.	Ang aking polisiya pangpinansiyal at pampulitikal ay nakapaloob sa mga kasabihang ito, bagamat nakapalaoob sa malawakang termino. Basahin ninyo ang napapaloob dito ng maiigi. Ito’y magaganap sa takdang-panahon.
However, there are certain policies and specifics of which cannot wait for tomorrow to be announced.	Ganumpaan, may ilang mga polisiya at aspeto na hindi na makapaghihintay ng bukas para ianunsiyo.
Therefore, I direct all department secretaries and the heads of agencies to reduce requirements and the processing time of all applications, from the submission to the release. I order all department secretaries and heads of agencies to remove redundant requirements and compliance with one department or agency, shall be accepted as sufficient for all.	King kaya, inaatasan ko ang lahat ng department secretaries at mga pinuno ng mga ahensiya na bawasan ang mga requirements at oras sa pagpoproseso ng lahat ng mga applications, magmula sa pagsumite at pag-release. Inatasan ko ang lahat ng department secretaries at mga pinuno ng mga ahensiya na tanggalin ang hindi mga kailangang requirements at pagsunod sa iisang departamento o ahensiya, na tatanggaping sapat na para sa lahat.
I order all department secretaries and heads of agencies to refrain from changing and bending the rules government contracts, transactions and projects already approved and awaiting implementation. Changing the rules when the game is on-going is wrong.	Inatasan ko ang lahat ng department secretaries at pinuno ng mga ahensiya na iwasang baguhin at baliin ang regulasyon ng kontrata panggobyerno, ang mga transaksiyon at proyektong naaprubahan na at naghihintay ng implementasyon. Mali ang baguhin ang regulasyon habang ang laro ay nag-uumpisa na.
I abhor secrecy and instead advocate transparency in all government contracts, projects and business transactions from submission of proposals to negotiation to perfection and finally, to consummation.	Kinasuklaman ko ang sekreto at sa halip ay ipatupad ang transparency sa lahat ng kontratang pangobyerno, proyekto at transaksiyon pangnegosyo magmula sa pagsumite ng proposals hanggang sa negosasyon hanggang perpeksiyon at higit sa lahat, hanggang sa ito’y matapos.
Do them and we will work together. Do not do them, we will part sooner than later.	Gawin ninyo ang mga ito at gagawa tayo ng sabay-sabay. Huwag ninyong gawin ang mga ito, magkakahiwalay tayo ora mismo kaysa pagkalipas.
On the international front and community of nations, let me reiterate that the Republic of the Philippines will honor treaties and international obligations.	Sa usaping pag-internasyonal at komunidad ng mga bansa, inuulit ko na igagalang ng Republika ng Pilipinas ang mga kasunduan at obligasyon pang-internasyonal.
On the domestic front, my administration is committed to implement all signed peace agreements in step with constitutional and legal reforms.	Sa hanay ng usaping pang-nasyonal, ang aking administrasyon ay obligado sa implementasyon ng lahat ng pinirmahang pangkapayapaang kasunduan na nakabatay sa konstitusyon at repormang legal.
I am elated by the expression of unity among our Moro brothers and leaders, and the response of everyone else to my call for peace.	Ako’y natutuwa sa pagkakaisang ipinahayag ng ating mga kapatid at lider na Moro, at ang tugon ng bawat isa para sa tawag ng pangkapayapaan.
I look forward to the participation of all other stakeholders, particularly our indigenous peoples, to ensure inclusivity in the peace process.	Ako’y umaasa sa partisipasyon ng lahat ng iba pang mga kinauukulan, lalung-lalo na ang mga katutubo, para siguruhin ang komprehesibong prosesong pangkapayapaan.
Let me remind in the end of this talk, that I was elected to the presidency to serve the entire country. I was not elected to serve the interests of any one person or any group or any one class. I serve every one and not only one.	Hayaan ninyong ipaalala ko sa katapusan ng talumpating ito, na ako’y hinalal sa pagkapangulo para pagsilbihan ang bansa. Ako’y hindi hinalal para pagsilbihan ang interes ng iisang indibidwal o grupo o anumang iisang uri.
That is why I have adapted as an article of faith, the following lines written by someone whose name I could no longer recall. He said: “I have no friends to serve, I have no enemies to harm.”	Kung kaya ay ninamnam ko bilang doktrina, ang mga sumusunod na linya na isinulat ng isang tao hindi ko na matandaan ang pangalan. Sinabi niya: “Wala akong mga pagsisilbihang kaibigan, wala akong sasaktan na mga kaaway.”
Prescinding therefrom, I now ask everyone, and I mean everyone, to join me as we embark on this crusade for a better and brighter tomorrow.	Halaw sa mga naturan, tinatawagan ko ang ang bawat isa, at ibig kong sabihin “ang bawat isa,” na samahan ako habang tayo’y pumapalot sa kampanyang ito tungo sa mas progresibo at maliwanag na bukas.
But before I end, let me express to the nations, on behalf of the people, our condolences to the Republic of Turkey of what has happened in the place. We offer our deepest condolences.	Pero bago ko tapusin ito, hayaan ninyong ipahayag ko sa mga bansa, sa ngalan ng mga mamamayan, ang ating pakikiramay sa Republika ng Turkey sa naganap sa lugar. Ipinaabot natin ang taus-pusong pakikiramay.
Why am I here? This is not included there (referring and joking at the projectionist/in-charge of prompter perhaps that this portion is not included in the draft). The past tense was, I am here because I love my country and I love the people of the Philippines. I am here. Why? Because I am ready to start my work for the nation.	Bakit ako nandito? Hindi kasali ito diyan. (Marahil ay binibiro ang projectionist/nakatoka sa prompter na ang bahaging ito ay hindi kasali sa inihandang talumpati).
