Never from here on: Do not bring anybody if you are transferred to Jolo or Sulu. Go there and fight the Abu Sayyaf alone. Do not bring your staff because the people with you, those who are with you are the ones called “pakawalaan”. That’s how it is being called. I am just being very harsh to you now. That’s why I said I am glad that we had the lighter moments. I know it. I know how a precinct commander liquidates out of nothing, without operations, without gasoline. God, you have to stop this.	Huwag kayong magmula rito: Huwag magdala ng kahit sino kung kayo ay inilipat sa Jolo o Sulu.  Pumunta doon at labanan ang Abu Sayyaf ng nag-iisa.  Huwag ninyong dadalhin ang staff ninyo dahil ‘yung dala-dala ninyo, ‘yung mga kasama ninyo ay mga tinatawag na “pakawalaan.”   Iyan ang tawag diyan.  Sadyang ako’y nagiging istrikto sa inyo ngayon.  Kung kaya ay sinabi kong nagagalak ako na nagkaroon tayo ng magagaan na mga pagkakataon.  Alam ko kung paanong magpabayad ng precinct commander magmula sa wala, walang operasyon , walang gasolina.  Panginoon ko, kailangan ninyong tigilan ito.
Upon orders of the former Commander-in-Chief of this Republic, President Ramos, he said: Stop it! Do your work. Blame him not me.	Pagkatanggap ng utos na ito mula sa Commander-in-Chief ng Republika ng Pilipinas, Pangulong Ramos, sinabi niya:  Pigilan mo ito! Gawin mo ang trabaho mo.  Siya ang sisihin ninyo hindi ako.
You know, one thing that you should realize, I’m just an ordinary person. I have no credentials to brag about. I am just an ordinary, an average person. But I took care to learn what it learned about life. So let’s be frank here. I know and that is why I told General Visaya: “Go ahead, form your Board of Generals and you take care of your organization.” I only choose the chief of staff and then let the Board of Generals decide the careers of the men in uniform. They do not go to me and I will not entertain you for promotion or transfer just like Bato and the rest of your guys there, Morento, Coy and the rest. I never interfere in their choices of commanders. I simply say: ‘You do your own thing. You assemble your own team to help you succeed. I will not interfere with the assignments but you have to answer to me for anything that happens.’ That’s how it is here.	Alam ninyo, may isang bagay na dapat ninyong malaman, ordinaryong tao lamang ako.  Wala akong credentials na maipagyayabang.  Isa lang akong ordinaryo, nasa katamtaman lamang.  Ngunit pinangalagaan kong matuto sa anumang dapat matutunan tungkol sa buhay na ito.  Kaya magprangkahan na lang tayo dito ngayon. Alam ko at kung kaya ay inatasan ko si General Visaya: “Humayo ka, buohin mo ang iyong Board of Generals at pangalagaan mo ang iyong organisasyon.”  Pinili ko ang chief of staff at hinayaan ang Board of Generals na magpasya para sa propesyon ng mga nnakaunipormeng mga tauhan.  Hindi sila pumunta sa akin at hindi ko sila iintindihin para sa promosyon o paglipat kagaya ni Bato at iba pang mga tauhan na nandyan, Morento, Coy at ang iba pa.  Hindi ako nanghimasok  sa pagpili nila ng mga commanders.  Sinasabi ko lang: ‘Gawin ninyo ang trabaho ninyo.  Buohin ninyo ang sarili ninyong grupo para sa inyong tagumpay.  Hindi ako manghihimasok sa mga assignments pero may pananagutan kayo sa anumang kaganapan.’ Ganun tayo dito.
I am ready for the Army but for the Police I am very sorry, I do not want to return to that Board of Generals until there is a reformation in the organization.	Nakahanda ako para sa army pero sa police, ako’y humihingi ng paumanhin.  Ayoko nang bumalik sa Board of Generals na yan hanggat walang transpormasyon sa organisasyon.
But be sure that when everything after six years, we are back to what you are supposed to be: A law enforcement, law abiding, God-fearing and only doing what is good for the country, then you can have everything back including the Board of Generals. In the meantime, no such thing.	Pero siguruhin ninyo na ang lahat pagkalipas ng anim na taon, tayo’y nakabalik kung saan tayo dapat:  Isang law enforcement, sumusonod sa batas, may takot sa Diyos, at gumagawa lang ng ikabubuti ng bansa, at saka ninyo maibabalik ang lahat kasama ang Board of Generals. Pansamantala, walang ganun.
And I told Bato that: “We should remain our integrity towards the Filipino nation”. And may I, as parting words, I will protect you in all of your undertakings, adventures, as a law enforcement guy, I will be there to protect you. I will provide you the funds. I will provide the weapons needed to fight criminality, particularly drugs.	At sinabi ko kay Bato na: “Huwag tayong mapahiya sa Pilipino.” At hayaan ninyo bilang pangwakas na salita, poproteksyunan ko kayo sa lahat ng inyong mga gagawin, paglalayag, bilang law enforcement, ako’y narito para proteskyunan kayo.   Ibibigay ko ang pondo ninyo.  Ibibigay ko ang mga sandatang kakailanganin sa pagsugpo ng kriminalidad, lalung-lalo na ang droga.
I might not be able to stop it on time on the sixth month. But certainly after six months and one day, everything is accomplished. In the first place, I’m paying you conscientiously. In the election, it was not a campaign slogan that I want your salaries - and also the Armed Forces of the Philippines — if I win, I said by the grace of God, indeed, grace was there, that I will double your salary, double your salaries.	Maaaring hindi ko ito matigil ng eksakto sa pang-anim na buwan.  Pero sigurado sa loob ng anim na buwan at isang araw, matapos na sana lahat.  Total, tama ‘yung bayad ko sa inyo. Sa eleksiyon, hindi ito katagang pangkampanya na gusto ko ang sahod ninyo – at maging ang Armed Forces of the Philippines – na kapag ako’y nanalo, sinabi ko na sa grasya ng Diyos, sa wakas, ang grasya ay nandito na, na dodoblehin ko ‘yung suweldo niyo, doblehin ang sahod ninyo.
Let me tell you now, I will not run this country with a corrupt police. We will be fighting on this and I do not want to demean you or to take anything from you. But luckily for me, there was this executive order before of President (Gloria Macapagal) Arroyo, raising to the level of the threat of a national security the drug problem. So, the Armed Forces must pitch in. You have to help, you have to get rid, because where can you find here, nowhere in this world, except in South America — and I am giving you the books by (?), the saddest history of despair South America. And I would say that, make a projection that if I do not interdict now, the drug problem, seven years from now or two politics from now, or even one, it would become a narcopolitics like in South America and Mexico.	Hayaan ninyong sabihin ko ito ngayon, hindi ko pamumunuan ang bansang ito na may kurakot na pulis. Mag-aaway tayo diyan at hindi ko gustong maliitin kayo o kumuha ng anumang galing sa inyo.  Pero masuwerte ako, mayroon nitong executive order bago ng kay President (Gloria Macapagal) Arroyo, ang pumaibabaw sa lebel ng problema sa droga na panganib sa seguridad pangnasyonal.  Kaya, ang Armed Forces ay dapat makibahagi.  Kailangan ninyong tumulong, kailangan ninyong alisin, dahil saan ka nakakita dito, wala saan man sa mundo, maliban sa South America – at ibinibibigay ko sa inyo ang mga libro (?), ang napakalungkot na kuwento ng desperadong South America.  At gusto kong sabihin na, gumawa kayo ng prediksyon  na kung hindi ko ito pipigilan ngayon, ang problema sa droga, pitong taon mula ngayon, o kahit isang taon, magiging narcopolitics ito kagaya ng South America at Mexico.

Pero para sa lahat, patungkol sa patayang ito, paglilikida, hayaan ninyong ibalik ko kayo sa inyong orihinial na kalagayan.  Sa mga panahon na ang police officer o sinumang sibilyan na kumikilos para depensahan ang sarili o para sa estranghero, na inaanusiyo niyo ang inyong awtoridad o kahit papano ang krimen o pagkakamali na nagawa ng ibang lalaki at ipapaalam na ikaw ay arestado at kung ikaw ay sibilyan maaari mong gawin yan.  At kung bitawan mo ang iyong mga armas at saka nag-umpisang labanan ang paghulagpos kung mayroon man.  At kung mayroong pagtanggi na maaaring maglagay ng buhay mo sa alanganin, at sa anumang paraan paputukan mo siya at patayin.  Yan ang aking utos.  Pero kayong mga ano – maraming mga pangangailangan dito, bakante dito.  Mayroong malawakang balasa.
You know this is how it is. I know your styles.. I’m addressing the Filipino people. You scalawags of the police, you committed crimes: robbery, kidnapping. Wait for me I’ll check your records. Wait for me.	Alam mo kasi ganito ‘yan.  Alam ko yung pamamaraan ninyo.  Tinatawagn ko ang lahat ng mga Pilipino.  Kayong mga di matitinong pulis, nagkakakaso kayo:   pagnanakaw, kidnapping.  Bantay kayo kasi titingnan ko yung record.  Bantay ka sa akin.
I said do not mess up with me. I am not challenging anybody but do not ever, you know, take it against me because I’ll press upon you. You commit crimes then you are charged, you go AWOL. Then you let the years passed, two, three years…If you feel that you can already bargain with the victim or the victim has died, or the victim has transferred to another residence, you smell around and then suddenly you surface with your lawyer and say: ‘Your honor, I have decided to surrender because there is a warrant of arrest against me.’ And then he is put on bail or detained, a non-bailable offense, kidnapping, murder. So what do you do? You go to a [unclear] where you are free to go around even if you are really supposed to be in detention, then roaming aroung. Then when it is calendared, you go to the court and say, ‘Your honor, I want the trial now because I feel that I am innocent, I am insisting on a trial.’	Sinasabi ko huwag kayong magkakamali.  Hindi ko sinusubukan ang sinuman pero huwag na huwag, alam niyo na, gamitin ito laban sa akin kasi talagang hihiritan ko kayo.  Gumawa kayo ng krimen at kayo’y kinasuhan, nag-AWOL kayo.  At hinayaan ninyong lumipas ang mga taon, dalwa, tatlong taon…Kung ramdam niyo na na maaayos ninyo ng biktima o patay na ang biktima, o kaya lumipat na ang biktima ng ibang tirahan, nakaamoy ka sa paligid at bigla kang lumitaw kasama ng abogado mo at magsasabing:  ‘Kagalang-galang nakapagdesisyon na akong sumuko dahil may warrant of arrest laban sa akin.’ At inerekomenda siya ng piyansa o nakulong, isang walang piyansang kaso, kidnapping, murder.  Kaya ano ang gagawin mo?  Pupunta ka ng isang [hindi malinaw] kung saan malaya kang makakagala kahit na dapat ikaw ay nasa piitan.  Tapos kung ito’y kinalendaryo, pupunta ka ng korte at magsasabing: ‘Kagalang-galang, gusto ko ng pagdinig ngayon dahil nararamdaman kong inosente ako, ipipilit ko ang trial.
So the server goes to serve the summons for the offended party to appear that day. You know very well that you surrender because everything is already cleared. Kaya ang susunod na tagpo, sasabihin mo, “Kagalang-glang, gusto naming magkaroon ng pagdinig ngayon.  Ngayong nandito na kami.”  At walang serbisyo dahil ang tagasilbi ay nabayaran, hindi makita o hindi matagpuan.
I was a prosecutor. Do not… After that, your honor, the lawyer would say, “My client is innocent, is now insisting on a trial of the case otherwise we invoke the constitutional provision under the Bill of Rights, speedy trial.” And you would insist on a trial or else you would ask for a dismissal of the case if there are no witnesses. And then you insist, and the poor prosecutor would say, ‘Your honor, give us a last chance to…’ But he cannot go out of the office. There are thousands of cases to be heard in one month. The fiscal has about 10 criminal cases everyday. He is ready if there are witnesses. Those wallowing in good times are the defense lawyers. They have one or two cases for the day. They have studied the case carefully. They have the money to interview the witnesses and concoct another “true story.” So on the third hearing, the court will say: “Fiscal, ready?” “Your honor, I am sorry I have no witnesses.” Opposite counsel, “Your honor, we insist on a trial of the case.” If the fiscal is not ready the prosecutor then we ask for the dismissal of the case. Every dismissal of a case which averse to the reason that there are no witnesses, any witness, that dismissal is with jeopardy. It cannot longer be re-filed. So I know everything.	Ako’y prosecutor.  Huwag…Pagkatapos niyan, kagalang-galang, ang abogado ay magsasabi, “Ang kliyente ko ay inosente, ngayon ay ipipilit ang pagdinig ng kaso o kung hindi naman ay aapela tayo ng constitutional provision sa ilalim ng Bill of Right, mabilisang pagdinig.” At ipipilit mo ang pagdinig o di kaya ay hihingin mo ang dismissal ng kaso kung walang mga witness.  Pagkatapos ay ipipilit mo, at ang pobreng tagausig ay magsasabing, ‘Kagalang-galang, bigyan ninyo kami ng huling pagkakataon na…’ Pero hindi siya makakalabas ng opisina.  May libu-libong kaso na dinidinig sa isang buwan.  Ang piskalya ay may sampung kasong kriminal araw-araw.  Handa yan kapag may testigo.  Ang mga gumon sa mga maliligayang araw ay mga abogado ng depensa.  May isa o dalwang kaso sila sa isang araw.  Napag-aralan nila ang kaso ng mabuti.  May pera sila para i-interview ang mga testigo at gagawa ng “tutuong kuwento.” Kaya sa pangatlong pagdinig, sasabihin ng korte: “Kagalang-galang, humihingi akong pumanhin wala akong mga testigo.”  Sa kabilang cousel, “Kagalang-galang, ipinipilit namin ang pagdinig ng kaso.’  Kung ang piskalya ay hindi handa, ang prosecutor pagkatapos ay hihingin ang dismissal ng kaso.  Kada dismissal ng kaso, sinumang testigo, ‘yang dismissal ay may panganib. Hindi na ito kailanman maii-refile.  Kaya alam ko ang lahat.
I said I was a trial prosecutor for 10 years. I have been a mayor in social contact with every human being in my territory. Not quite different from the rest of what ails this problem: corruption including the law enforcement.	Kagaya ng sabi ko ako’y prosecutor ng sampung taon.  Naging mayor ako na nakipamayan sa bawat tao ng aking teritoryo.  Hindi malayo sa ibang nagbibigay ng sakit sa ulo sa problemang ito:  korapsiyon kasama ng law enforcement.
I am willing to give you a break. But those who were, you know, after the dismissal you go to Crame, Crame has no other option. Since the case is dismissed because there is no witness. That is a case, a dismissal on the merit. So you have to be taken back, my God, with back salary. You have your grand time, good time, and we pay you back for the years that you are in vacation. I will not allow or countenance that anymore.	Bibigyan ko kayo ng pagkakataon.  Pero ‘yung mga, alam niyo na, pagkatapos ng dismissal pupunta kayo ng Crame, ang Crame ay walang ibang alternatibo.  Na-dismiss ang kaso dahil walang testigo.  Yan ang kaso, isang dismissal ayon sa merito.  Kaya dadalhin ka pabalik, Panginoon ko, nang may suweldo.  Magbunyi kayo, at babayaran namin kayo sa tatlong taon ninyong bakasyon.  Hindi ko na hahayaan yan o magsasawalang-kibo  na lamang.
I’m sorry, you are friends. As I have said, you can never find any city mayor in the history of this country who protected his men, his soldiers – Delfin Lorenzana was a… He knows how I defended. Kagaya ng sabi ko, hindi kailanman kayo makakakita ng isang mayor ng siyudad na pinoprotektahan ang kanyang mga tauhan, ang kanyang mga sundalo – Delfin Lorenzana ay isang…Alam niya kung paano ko siya ipinagtanggol.  Buweno, ang opensiba ng legal, ng makakaliwa.  Ako’y isang sosyalista.  Nahahanay ako sa makakaliwang dimensyon o kung paano tayo mag-isip.  ‘Yan ay di ko pagkakamali, ako’y anak ng mahirap.  Pero alam niyo, mas higit diyan, may obligasyon ako sa Konstitusyon para pangalagaan ang karapatang pantao.
Avoid corruption now because I will tabulate every record of yours and those who are scalawags, either you resign because I am forming now the men that I would assign to Sulu. Where do you want? Compostela [Valley]? You’re okay by this time because we’re talking to… There will be a lessening of violence now, I suppose, because we are talking to the Left.	Iwasan ninyo ang korapsyon ngayon dahil ita-tabulate ko ang talaan ninyo at ‘yung mga tiwali, kahit na kayo’y mag-resign dahil binubuo ko ang mga tauhan ngayon na dadalhin ko sa Sulu.  Saan ninyo gusto?  Compostela [Valley]?  Okay kayo ngayon kasi nag-uusap tayo sa…Magkakaroon ng pagbabawas ng bayolente sa ngayon, dahil tayo’y nakikipag-usap sa Kaliwa.
But, lastly, the only thing why I’m here is that, you know, I want…I was listening to the candidates and that maybe prompted President Ramos to go to me. Nobody was talking about Mindanao. Nobody was talking about how to craft a strategy of ending the issue of insurrection in Mindanao, how we deal with the Moro bothers, how to correct the injustice, and how to deal with the Left. And I had the privilege of just talking to the Moros because maybe on the same a wavelength. I was referring to (unclear). And I had also the fortunes of being a prosecutor and a mayor.	Ngunit, ang panghuli, ang isang bagay lamang kung bakit ako nandito, alam ninyo, gusto kong…ako’y nakikinig sa mga kandidato at marahil yan ang dahilan kung bakit ako pinuntahan ni Pangulong Ramos.  Walang sinuman ang bumabanggit tungkol sa Mindanao.  Walang nagsasabi tungkol sa pagbuo ng estratehiya kung paano tatapusin ang isyung insureksiyon sa Mindanao, kung paano makikipag-usap sa mga kapatid na Moro, kung paanong itatama ang kawalang hustisya, at kung paanong makikipag-usap sa Kaliwa.  At nagkaroon ako ng pribilehiyo para kausapin lamang ang mga Moro dahil marahil sa parehong takbo ng kaisipan.  Tinutukoy ko ang [hindi maliwanag].  At nagkaroon ako ng tsansa sa pagiging isang prosecutor at mayor.
For all of us here – I am not pulling my own chair but even during the time I ran for the first time as mayor, I was the only one prepared to deal with the trouble of a social problem which we are facing now.	Sa lahat sa amin dito – hindi sa ako’y nagbubuhat ng sariling bangko pero kahit noong panahon na ako’y tumakbo sa unang pagkakataon bilang Mayor, ako lamang ang tanging handa para tugunan ang gulo sa problemang pangsosyedad na kinahaharap natin ngayon.
So I expect, I do not want to be a dictator. And for those who are talking about beyond my term, no second term. God, you just don’t know how I would be happy we can accelerate the time and we have done the six years already, on the last day. I am going out whether you like it or not. I have no intention of remaining in office beyond. I said… It is… I’m the only candidate you know that. I had no governor, I had no mayor. Outside of the Davao region, I didn’t even have a single barangay captain. But yet I won because Ramos was there for me.	Kaya ako’y umaasa, hindi ako magiging isang diktador.  At sa mga nagsasabing ako’y lalagpas sa termino, walang pangalawang termino.  Panginoon ko, hindi lang ninyo alam kung paano ako magiging masaya na mapapabilis namin ang panahon at kami’y tapos na sa anim na taon, sa huling araw.  Ako’y lalabas sa ayaw man at sa gusto ninyo. Wala akong intensiyong mamalagi sa tanggapan ng higit pa doon.  Sinasabi ko..Ito’y..Ako lang ang tanging kandidato alam ninyo ‘yan.  Wala akong gobernor, wala akong mayor.  Sa labas ng rehiyon ng Davao, hindi ako nagkaroon ng kahit isang barangay captain.  Pero ako’y nanalo dahil nandiyan si Ramos para sa akin.
So that’s it. The ones he said, “You know the ins and outs of the police. You know where the problem is. I tried during the - I was succeeding. Why don’t you try and succeed?” So, I promised the people, nobody was campaigning for me, not even a single mayor, congressman or the entire length and breadth of this country. But I won by a margin of something like 6 million. What was the message? Am I good-looking than (Jejomar) Binay, than (Mar) Roxas? Am I brighter than Grace (Poe)? None of the above. We were equals before the eyes of the electorate. But I was the only one carrying the message right: Corruption, drugs, and criminality.	Kaya ganun lang ‘yan, yung sinasabi niya, “Alam  ninyo ang labas-masok ng pulis.  Alam  ninyo kung nasaan ang problema.  Sinubukan ko noon ano – ako’y nagtagumpay.  Bakit hindi ninyo subukan at magtagumpay?” Kaya, ipinangako ko sa mga tao, walang nangampanya para sa akin, kahit ni isang mayor, kongresman o buong haba at sukat ng bansang ito.  Pero ako’y nanalo ng may lamang na anim na milyon.  Ano ang mensahe?  Mas guwapo ba ako kay (Jejomar) Binay, kaysa (Mar) Roxas? Mas mtalino ba ako kay Grqce (Poe)? Wala sa anumang nabanggit.  Pantay-pantay lang kami sa mata ng mga botante.  Pero ako lamang ang tanging may tangan ng tamang mensahe:  korapsiyon, droga, kriminalidad.
Economic progress, I leave it to the economic minds. And so my advice also to the businessmen, when you invite me, I’ve stated my qualifications. It’s a meager one. I don’t make - I don’t flaunt it. So when you go and ask me to talk to you and I’m your guest and I begin to talk about law and order and corruption, that is my territory.	Ang progresong pang-ekonomiya, ipinapaubaya ko ito sa mga ekonomista. At kaya ang aking payo sa mga negosyante, kung iimbitahan ninyo ako, sinasabi ko ang aking kuwalipikasyon.  Ito’y kapiraso lamang. Hindi ako naghahabi – hindi ko ibinabandila ito.  Kaya kung kayo’y pupunta at hingan ako na makipag-usap sa inyo at ako’y magiging panauhin ninyo ako’y mag-uumpisang magkuwento tungkol sa batas at kaayusan at korapsyion, ‘yan ang aking teritoryo.
And when I…If there is a failure to expound more about economics, God, my only economics were during the college days. I went back to Davao and retrieve the — I got 78. So what do you expect from me? Can I become an economic tycoon? Of course not. But can I become a good prosecutor? I am. I’ve learned the art of everything in the courtroom. Can I become a president? Certainly. What will I do? I’m warning you. I will be harsh. I will go to the extreme.	At kung ako’y…kung may pagkabigo sa pagpapaliwanag ng tungkol sa ekonomiya, Panginoon ko, ang tanging economics ko ay noong mga araw nang kolehiyo ko.  Bumalik ako ng Davao at ibinalik ang – nakakuha ako ng 78.  Kaya ano ang aasahan ninyo sa akin? Magiging tanyag ba akong ekonomista?  Siyempre hindi.  Pero magiging isa ba akong mabuting prosecutor?  Ako yun.
