Fidel Ramos, sir. I’d like you to know that the first - the very first person
to go to Davao to make a trip, a very quick one, it’s about three hours at
the Marco Polo Hotel — we were held there for three hours and he said: “It is
time that Mindanao will have a President.” And despite of my own misgivings
about money, machinery and everything, I prevail because of his inspiration.
Thank you, Mr. President.

na ang unang – ang pinakaunang tao na pumunta ng Davao para makapagbiyahe,
ang pinakamabilis, na umabot ng kulang-kulang tatlong oras sa Marco
Polo Hotel – tumagal kami doon ng tatlong oras at sinabi niya: Panahon
na para magkaroon ng Presidente ang Mindanao.” At sa kabila ng aking
alinlangan pangpinansiyal, makinarya at lahat-lahat na, nanaig ako dahil sa

There
is no riddle in the hiring of persons to hold sensitive positions in
government. As I have said, I am a provincial folk and
my sphere of influence was limited in the Davao region or, at that time,
there was only One Davao and because - well, I grew up there. And I studied
in Manila, so my crowd was limited to my schoolmates and, of course, my
classmates. And then I became a mayor and a congressman - few other people
are in the government already.
|
Walang hiwaga sa pagtatalaga ng mga taong hahawak ng mga
pinakasensitibong posisyon sa gobyerno. Kagaya ng sabi ko, ako’y isang
probinsiyano at ang aking porte ay limitado sa rehiyon ng Davao, at sa
panahong iyon, mayroong isang Davao lamang – samaktuwid ako’y lumaki
doon. At ako’y nag-aral sa Maynila, kaya ang aking komunidad ay
limitado sa mga kamag-aral at, siyempre, ang aking mga kaklase.
Pagkatapos ako’y naging isang mayor at kongresman – ang ilan ay
nasa gobyerno na rin.

Now,
in selecting the PNP Director General and these sensitive positions of
Immigration and - well, positions that have something to do with the
enforcement of laws and the punitive actions that are available in that
office were appointed almost most of them, at one time or another, were city
police directors of the City of Davao. Now the complaint is that: they are my companions, mate in
drinking, and even comrades.
|
Sa kasalukuyan, sa pagpili ng PNP Director General at
itong mga sensitibong posisyon ng Immigration at – samakatuwid, ang mga
posisyon na may kinalaman sa pagpapatupad ng mga batas at ang disiplinadong
aksiyon na makikita sa opisinang ito, ay appointed halos lahat sa kanila, sa
isang pagkakataon o iba pa, ay mga city police directors ng siyudad ng Davao.
Ngayon ang reklamo ay: sila ay aking mga kasamahan, mga kainuman, and even
comrades.

Neither
of the three. I do not drink with soldiers or policemen. I do not go around
with them. I go home early. Although I have a rapport with them, there is
always a limitation between a mayor and a police. For I have to discipline
also civilians and in the military and police alike.
|
Wala alin man sa tatlo. Hindi ako umiinom kasama ang
mga sundalo o pulis. Hindi ako umiikot na kasama sila. Umuuwi ako
nang maaga. Bagamat mayroon kaming magandang pinagsamahan, may
limitasyon palagi sa pagitan ng mayor at pulis. Dahil kailangan ko ring
disiplinahin ang mga sibilyan at maging ang kapulisan at militar.
|
Now,
these are the guys who went through their careers passing by Davao. And these
are the only guys that I knew and I have worked closely and had the time to
observe their character and integrity. And that was the only time came, Coy,
Dela Rosa, Morente and the rest, they were all taken in because I had the
fortunate chance of having good military and police officers. I am blessed.
|
Ngayon, ito ang mga taong napunta ng Davao sa pamamagitan
ng kanilang mga propesyon. At ito lamang ang mga taong nakatrabaho ko
ng masisinsinan at nagkaroon ng panahon para maobserbahan ang kanilang mga
karakter at integridad. At yun lamang ang tanging panahon na dumating,
si Coy, Dela Rosa, Morente at ang iba pa, silang lahat ay nakuha dahil
nagkaroon ako ng masuwerteng oportunidad na magkaroon ng mabubuting militar
at opisyal ng kapulisan. Napakaswerte ko.

And
when I was grappling with a very sensitive position of Defense Secretary,
there was only one choice and it was Delfin Lorenzana. He was the commander
of the Scout Ranger Regiment when it was transferred to Davao at Malagos to
fight the communist and to whom we are talking now about peace, for after
all, we cannot be at war with our own people all the time through
generations.
|
At noong ako’y nakikipagbuno sa sensitibong posisyong ng
Defense Secretary, mayroong isang pagpipilian lamang at iyon ay si Delfin
Lorenzana. Siya ang dating kumander ng Scout Ranger Regiment nang ito’y
nalipat sa Davao at Malagos para makipaglaban sa mga komunista kung saan tayo
ay nakipagnegosasyon sa kasalukuyan para sa kapayapaan, dahil higit sa lahat,
ay hindi natin makuhang makipagiyera na lamang sa sarili nating mga mamamayan
sa panghahampanahon sa buong henerasyon.

We
have also to talk to the MI[LF] and the MN[LF] because there were historical
implications and injustice committed along the way in civilizations and we
hope that they would understand. And so I have also taken the liberty of
choosing the men who would carry the burden of fighting if there is a need to
have one or the dimensions of understanding and imparting it to the soldiers
that we cannot be at war with our own people for all time.
|
Nakipag-usap din tayo sa mga Moro Islamic Liberation
Front (MILF) at Moro National Liberation Front (MNLF) dahil sa makasaysayang
mga implikasyon at kawalan ng hustisya na umiral habang pumapalaot ang
sibilisasyon at umaasa tayong mauunawaan nila. Kung kaya ay kinuha ko
ang pagkakataon na makapamili ng mga magigiting na tauhan na babalikatin ang
bigat ng pakikipagdigmaan kung kinakailangan nito o mukha ng pag-uunawa
at ibahagi ito sa mga kasundaluhan na hindi tayo dapat nakikipagdigmaan
sa ating sariling mamamayan sa panghabampanahon.

I
am glad that General dela Rosa provided the light moments for us. But I’d
like to be harsh and I mean no offense to anybody. In any engagement, we
fondly say: Simply a call of duty.
|
Ako’y nagagalak na nagbigay ng magaan na pagkataon si
General dela Rosa para sa atin. Ngunit kailangan kong maging istrikto
at hindi para makapanakit ng damdamin ninuman. E sa trabaho ika nga, sa atin
tinatawag: Trabaho lang.
|
You
know, let me put forward a very simple story. I became a lawyer in 1972, Bar
’72 during the crucial years, the first year of the implementation of the
Martial Law. And when I went there, times were hard and I got married right
away. So I had to support the family and one child. At that time, the salary
was not really that good, so I had to take an extra job and what was it? I
applied for a position in the Prosecutor’s Office in Davao City. I got the
lowest job there and they named me special counsel. In other words if you want
to compare it with the military and your police, I will be lieutenant or
inspector. So, I’m poor. I come from a poor family that migrated to Mindanao
and whatever intervening honors there was just for fleeting years and
moments. Good for memory.
|
Alam
ninyo, hayaan ninyong akoy’ magkuwento. Ako’y naging abogado noong 1972,
pumasa ng Bar noong kasagsagan ng implementasyon ng Martial Law. At
nang ako’y pumunta doon, mahirap ang sitwasyon at ako’y nag-asawa agad.
Kaya kinailangan kong suportahan ang aking pamilya at isang anak. Sa
panahong iyon, ang suweldo ay hindi ganoon kalakihan, kaya kinailangan kong
mag-ekstra sa ibang trabaho at ano iyon? Nag-apply ako sa Prosecutor’s
Office ng Davao City. Nakakuha ako ng pinakababang trabaho doon at
tinawag nila akong special counsel. Kumbaga kung ikukumpara mo ito sa
military at pulis, ako’y lieutenant o inspector. Kaya, ako po ay
mahirap. Galing ako sa pamilyang mahirap na napadpad ng Mindanao at ang
anumang mga karangalan doon ay pawang pansamantala lamang. Mabuti para
sa alaala.

I
was forced to be a professor of the Police Academy in Davao City - there is
an academy there - and I was teaching Criminal Law, Criminal Evidence and
Criminal Procedure. And there was a time that - well, I would not want to
pull my own chair, that no fiscal in Davao City would accept the task of
prosecuting military offenders, police offenders and rebellion leaders. I was
pushed to that task and I took it as part of the job. Far and it been the
years, I have investigated all of you. And for those who have committed
crimes, though exceeding an authority but in the performance of duty, you
know that. Those of you who grew with the PNP before or the PNP now, it used
to be the integrated National Police, you know how I handled your cases. You
know how I helped government to discipline you. And nobody but nobody in this
country can compare to me and they say: In the protection of the careers of
those who were doing good. Although at times, getting into trouble because
they have to do their job in a professional way. I could only remember filing
a case for murder against an Army man, a major at that [time], and I secured
his conviction. I don’t know if he’s still in Iwahig [Prison]. And he
[unclear] abuses and common crimes of murders.
|
Napilitan akong pumasok bilang propesor ng Police Academy
sa Davao City – mayroong academy doon – at ako’y nagturo ng Criminal Law,
Criminal Evidence at Criminal Procedure. At mayroong isang pagkakataon
– hindi sa ako’y nagbubuhat ng sariling upuan, na walang piskalya sa Davao
City na tumanggap ng trabaho bilang tagalitis ng mga nasasangkot sa krimen na
mga militar, kapulisan, at rebeldeng mga lider. Isinabak ako sa
tungkuling iyon at tinanggap ko ito bilang bahagi ng trabaho. Sa
kalaunan at sa mahabang taon, naimbestigan ko kayong lahat. At sa mga
nasangkot sa krimen, bagamat lumalagpas sa awtoridad, ay responsable sa
paggawa, alam ninyo ‘yan. Doon sa mga nahubog sa PNP [Philippine
National Police] noon o ng PNP ngayon, ito’y tinaguriang Integrated National
Police noon, alam ninyo kung paano ko hinawakan ang inyong mga kaso.
Alam ninyo kung paano ko tinulungan ang gobyerno para disiplinahin
kayo. At walang sinuman ang maikukumpara sa akin at sinasabi nilang:
para sa proteksiyon ng kanilang mga propesyon para doon sa mga
mabubuti. Bagamat may mga pagkakataon na nasusuong sa gulo dahil
kailangan nilang gawin ang trabaho nila sa propesyonal na pamamaraan.
Ang naaalala ko lamang ay ang pagsampa ng kasong murder para sa isang army,
isang malaki sa panahong iyon. Hindi ko lang alam kung nasa Ihawig
[Prison] pa siya. At siya’y [malabo] pang-aabuso at mga kumong
krimen ng pagpatay.

All
of these, all of you, that were accused and there was a very significant case
where the NPA’s [New People’s Army] fighting government forces, the
Philippine Constabulary at that time, had a running gun battle and the NPA
soldiers sought refuge in a house and so there was a firefight and the whole
family there residing in that house were killed. And so I was tasked to handle
because there was a public outcry and even the Secretary of Justice had to go
to Davao to supervise the investigation.
|
Lahat ng ito, lahat kayo, na naakusahan at may isang
napakaimportanteng kaso kung saan nakikipagdigmaan ang NPA [New People’s
Army] sa puwersa ng gobyerno, tinaguriang Philippine Constabulary nang
panahong iyon, ay nasa malawakang digmaan at ang mga sundalong NPA ay nagtago
sa isang bahay at nagkaroon ng barilan kung saan ay napatay ang buong pamilya
na nandoon. Kung kaya ako’y naatasan dahil sa sigaw ng katarungan ng
publiko at maging ang Secretary of Justice ay kinailangang pumunta ng
Davao para pamunuan ang imbestigasyon.

I
was appointed the investigating fiscal. And there was a cry for blood but I
dismissed all the case because it was part of the territory, collateral
damage. And I was told to explain here in
Manila and I said: “That is what the evidence shows. If you have any other
theory, sir, and if you want to overturn my ruling, do so if you like. But
kindly accept my resignation.”
|
In-appoint ako bilang investigating fiscal. At
may sigaw ng katarungan pero dinismis ko ang lahat ng kaso dahil parte ito ng
teritoryo, hindi sinasadyang danyos sa giyera. At pinagpaliwanag ako dito sa
Maynila at sinabi ko: “Yun ang ipinakita ng ebidensiya. Kung mayroon
kayong ibang haka-haka, sir, kung gusto ninyong baliktarin ang aking
desisyon, gawin ninyo. Pero tanggapin niyo po ang aking resignation.
|
That
is how I treated you. [In my] memory, 28 including Undersecretary Coy, were
charged before a body, an organ of government and the recommendation all of
them, almost all, who passed by Davao because of the alleged extra judicial
killings, were recommended for dismissal. And I went up and stood my ground.
And I said that: “If you prosecute these guys for doing their duty, I will
resign as mayor.” I told the head of the Constitutional body, “You choose, it
is a matter of principle for me that I stand by the soldiers and the police
when working for the country.” But I will be the first one to crush them if
they are into crimes.
|
Ganoon
ko kayo trinato. [Sa aking] pagkakaalala, 28 kasama si Coy, ay
inakusahan sa isang sangay ng gobyerno, at ang rekomendasyon para sa lahat sa
kanila, halos lahat, na nagawi sa Davao dahil sa alegasyong paglilikida, ay
inerokemnda ng dismissal. At ako’y nanindigan. At sinabi ko: Kung
aakusahan niyo ang mga taong ito sa paggawa ng kanilang tungkulin, ako’y magre-resign
bilang Mayor.” Sinabi ko doon sa pinuno ng Constitutional body,
“mamili kayo, ito’y usaping prinsipyo para sa akin na aking pinaninindigan
ang mga kasundaluhan at kapulisan na nagtatrabaho para sa bansa.” Ngunit ako
ang unang-unang dudurog sa kanila kung sila’y sangkot sa mga krimen.

This
is how it is, 22 years - before I became mayor, ten years earlier, my father
was governor of One Davao. And I was, you know, I had good relations with the
police as I grew up and I know your life story. I know how you handle your
work and I know how good you are but I also know that sometimes you can
become a bad boy in the organization.
|
Ganito yan, 22 taon – bago ako naging Mayor, 10 taon
ang nakalipas, ang aking ama ay gobernor ng Isang Davao. At ako’y, alam
ninyo, ay nagkaroon ng mabubuting samahan sa mga kapulisan habang ako’y
lumalaki at alam ko ang kuwento ng buhay ninyo. Alam ko kung paano
ninyo ginawa ang inyong trabaho at alam ko kung gaano kayo kabuti pero alam
ko rin kung paano kayo paminsan-minsan naging masamang damo sa organisasyon.

So
beginning from now, I will not tolerate, zero tolerance, for abuses committed
by the law enforcement agencies including the National Bureau of
Investigation. Kindly, most kindly avoid the company. You know these drug
lords and a budding criminal would always want to have their pictures taken
with the mayor, with the commanders, with the military, with the police, just
to build a reputation around him for invincibility. That’s how it is done.
You know that I know and we all know. Then they would saw pictures,
they put it in their offices so that when there is a BIR or whatever
harassments, they would always send this subliminal message that “I know”, “I
know the mayor”, “I know the…” You know, avoid - do not taint yourselves in
the company of known criminals and criminal syndicates. You will be sorry.
|
Kaya
umpisa ngayon, hindi ko hahayaan ang mga pang-aabuso ng mga law enforcement
agencies kasama ang National Bureau of Investigation. Pakiiwasan ninyo
ang grupong ito. Alam ninyo, ang mga druglords at ang potensiyal na
kriminal ay laging gustong nagpapalitrato kasama ng Mayor, kasama ng mga
commanders, kasama ng military, ng pulis, para makabuo ng reputasyon sa
paligid niya para hindi mabuwag. Ganoon umiral yan. Alam ninyo, na alam
ko at alam natin lahat. At sila’y makakakita ng mga litrato, inilalagay
nila sa kanilang mga opisina para kung may BIR [Bureau of Internal Revenue] o
anumang pananakot, ipapada nila lagi ang nakaukit sa balintataw nilang
mensahe na “kilala ko,” “kilala ko si mayor,” “alam ko ang…” alam na ninyo,
iwasan – huwag ninyong dungisan ang inyong sarili ng grupo ng kilalang mga
kriminal at sidikatong kriminal. Magsisisi kayo.

For
the next six years, I will have an electronic thing there in the office to
track your record. And I would know and I know at this time the generals who
are tainted with corruption and drugs and you know that I know, we all know,
you better resign, you have no more future in the police.
|
Sa susunod na anin na taon, magkakaroon ako ng isang
electronic sa opisina para masundan ko ang inyong record. At
malalaman ko at alam ko ngayon kung sino yung mga heneral na may bahid ng
korapsiyon at droga at alam ninyo, alam natin lahat, mas maiigi pang kayo ay
mag-resign, wala kayong kinabukasan sa police.

Joke
with anybody else but not me because I have my orders from President Ramos:
“Do what is good for the country.” And he is the number one policeman
thereabout now.
|
Magbiro na kayo kahit kanino pero huwag sa akin dahil may
utos sa akin ang Pangulong Ramos: “Gawin mo ang makakabuti sa bansa.”
At siya ang numero unong policeman na nadito sa ngayon.

I
know how corruption in gasoline is made when converted into cash. I know how
the operations are being castrated up down the line upon reaching the
precinct – I have been a mayor for 22 years. The precinct has ready made
voucher and [what] they have to do is just to liquidate with nothing. They
have to invent reasons there how it was spent. Do not do it! Ever again, ever
again.

ko kung paano ang korapsiyon sa gasolina ginagawa para gawing pera.
Alam ko kung paano ang mga operasyon ay pinutol sa isang bahagi na pagdating
doon sa prisinto – 22 taon akong mayor. Ang prisinto ay meron siang papel at
ang gagawin nila ay pababayaran ang walang basehang napaggastuhan.
Gagawa sila ng mga dahilan kung paano nila ito nagasto. Huwag ninyong
gagawin ito! Muli at magpakailanman.

You
- the younger ones, never mind the old, they are retiring - for the next six
years, build a track record of performance that is good because I will plot
your history, your personal history. The many times that you were transferred
and if…There is a practice amongst you that if you are assigned to another
station or assignment, you bring along two, three, four, and they are there
with you [without] assignments except to raise money. To give to the precinct
commander, to give to the regional and up. That is not good, I know that.

Kayong mga – mga kabataan, hindi bale na ang mga
matatanda, sila’y magsisipagretiro na – sa susunod na anim na taon, bumuo
kayo ng mabuting reputasyon ng paggawa, yan ay mabuti dahil ako ang uukit ng
inyong kuwento, ang inyong sariling kuwento. Sa maraming panahon na
kayo’y nalipat at saka kapag ka…Mayroong nakagawian sa inyo na kapag kayo’y
inilipat sa ibang istasyon o assignment, nagdadala kayo ng dalawa, tatlo,
apat, at sila’y kasama ninyo na walang assignment maliban sa pagkamal ng
salapi. Para bigyan ang precinct commander, para bigyan ang regional at
pataas. Yan ay hindi mabuti, alam ko ‘yan.
